savage 111/11 300 win mag accuracy problem

i took the nikon and replaced with a redfield scope that i know is good my groups are always around 3.5" and the first shot is always high and right but the second 2 are usually withi 1" of each other i shot the first ten from gun cleaning after each shot then i shot ten three shot groups cleaning after each then i started shooting 3 shot groups without cleaning and the barrel has had 21 shots since last cleaning the groups are not jumping all over the paper but the first cold bore shot is always 3 to 4 inches off then the other 2 are much closer to point of aim im shooting sierra gameking 165gr hpbt behind 72.0 gr imr4350 seated 10 thousandts off the rifling any help would be appreciated
i was told the savge 300 win would settle in with about 20 rounds through the bore but it aint happening and all groups were fired and the gun was allowed to cool for 5 to 10 mins between groups

Have you tried .030 to .050 off the rifling? When you resize are you neck sizing or full length sizing? Are you bumping your shoulder too much if full length sizing, or are you setting your dies up to just move the shoulder back .001?

no i havent tried .030to.050 and im neck sizing with a lee collet die
