Question on applying a spiderweb finish?

I am doing a tan stock w/ black spiderwebbing and have found some info on the final spraying of the spiderwebbing. I got an extra can of it coming so I can practice on cardboard, etc. Heres my question, for best results, should I apply the spiderwebbing paint to the base coat while the base coat is still slightly "tacky" or wait till dry? I assume before it sets up fully would be best. I also have a can of flat clear coat to protect it afterwords. Again, should I put that on when its all not fully set up or wait till dry. I am going to use this rifle and want it to stay on and not come off in little pieces!
    Any advise?

Are you using rattle cans or an airbrush?

If rattle cans......I did everything all at once because it dries very fast. the whole paint job didn't last minutes from start to finish.

Airbrush....can't help there, sorry. I'm sure some others here will chime in though.

Rattle cans. So, I guess, do it while the base Tan coat is still tacky?

Yes, that's the way I do it anyway.

    Looks like this:

Thx for the input. I have the web paint on order. Not sure when it'll get in. I re-did my 10/22- new Green Mtn Barrel, bolt radiused/ headspaced and diamond patterend, bunch of aftermarket parts and a very generous member here did a great trigger job on it. Anyways, I cut the area off where the stock bbl necks down for the barrel band, re contoured it w/ a rasp, file and sandpaper, and couldn't get the old stain to match the new stain on the front end where I did all the work. So I decided tojust paint it and be done. It is ending up costing much more to do this than just strip it and restain the whole thing, but it'll be cool.
I am doing a textured sand w little bits of black as a base coat then spiderwebbing w/ black lava color over that, with a few final coats of matte clear coat. . W a Black receiver and barrel/ scope, it should look cool.
