inaccurate ballistics of 17 hmr

I been playing with my 17 and I am really amazed at how flat that thing shoots.
I sighted in a inch high at 50yrds. Dead on at 135. I am knocking 12 gauge shell off a barrel at 135 yrds consistent. Now at 225 yrds I have to aim about 3 to 4 inches high to hit a 1.5x1.5 target. Now from what many ballistic charts tell me,I should be aiming 10+ inches high at that yardage. Has anyone else noticed or had similiar ballistics from their 17? This is with 20gr hornady xtp ammo. And it shoots as flat as the 17 gr.
