Also, for the brass, should i size up from a 30-06 or size down from some 35 whelen brass?

I am not where i can get to my load at present but you can go either way making brass or you can now buy brass (not cheap). If you size up from 30-06 i suggest using a lee die. My rcbs stem bent under the pressure of making brass so i switched to the lee die and had no more issues while forming brass. Had same problem with sil's 338 federal and rcbs die so made his brass with a lee die also.

My McGowan barrel liked Hornady 225gr Interbond and Interlock bullets; Accubonds did not do as well. Both H4350 and H414 did well, and I settled on 59.5gr H414 which is a little under max but shot good groups, a little faster than H4350. Federal Match primers to light it off.

Simply size up from a .30-06 shell. Use a new one and don't be cheap about the amount of lube. I use Imperial Case lube and it works great. As for loads, there are numerous manuals that have published loads. I've got loads from 180 gr to 285 gr bullets, but they are for my build. Sorry, not going to share. It requires research and development, but it's really simple and all the common powders are used... Varget, 4831, IMR 4320..... The new Lee Reloading Book, 2nd Edition, has 2 pages of info.
