Old style flat top 110 scope mounting

Is the flat top rear section of he older 110's considered to be perpendicular to the bore? Why I am wondering, is if I put a level on that to determine when the rifle is level, can I rely on that to make sure my scope crosshairs are levlel too?

as much as hand filing can make them.

So other than looking through the scope and guessing, what methods doyou guys use to insure the scope is perrendicular to the bore?

small 3" level on receiver then on scope turrent.

I've used the flat to level from with acceptable results, though I usually use the bases to level from.
