Actually, that method of scoring has been around as 'system B', 'alternate' or 'international'. Where? I did a text search of your post, and the only mention of 'tactical' was the Any-Sight Match/Tactical Rifle class, which has been around for a year or two also. They just changed it to include Service Rifles w/ Optics mounted.Note they changed the wording from target to tactical for the f/tr.
There *are* some places bangin' the drums for a 'Field Precision Rifle' class, complete with brakes, suppressors, mag-length ammo, limits on bipods and barrel lengths, etc. They are gaining some traction, but not a lot - yet.
