I just bought a Shilin .260 small shank 1-8" twist barrel from Midwayusa...
I am looking to make a long range target rifle, my first Savage build.
What would be the best Savage to buy to sacrifice for the project?
Minimally, Wal-mart has some basic Savage 110 rifles locally in .243 and .308 for $379. Of course, there is also the target action. Price is a moderate consideration - I am looking for bang for my buck.
What should I be looking for?

I bought a .243, that scope packaged one w/ accutrigger at wallysworld for my next build, that way I have a sporter bbl and the plastic stock to swap back into when I want to so the little price difference VS just an action was my reason to go that way. The scope is now on one of my .22s also.
you have a small shank barrel so that rules out a target action

As much as I'd like to support a sponsor, after shipping and FFL it'll be cheaper for me to just buy a rifle locally.
It sounds like a basic .243 at Wally-world will work, and I like the idea of salvaging the scope (I have a 17 HMR that is currently scope-less so I can drop it on there as a temporary fix).
Any other things I need to consider?

You may want to look into a stevens 200 just for the action.
