Have a timed/trued action in .223. Can the bolt face be changed and not affect the work?

Yes, the bolt head has nothing to do with the timing, but as part of the truing job SSS does do some work to the bolt head. The main thing you will see if the spring washer is move in its position. If you change bolt head with another bolt head machined by SSS then you will be fine, and everyting will go back together the same.
