Scope ring "claws"

Anyone with an idea where I can get 4 Millet scope ring "claws" without buying the scope ring?

I wish to make a cantilever scope mount to put a new scope on a Winchester M75 .22cal. The claws will hold a 1/2x1/2 square tubing to the scope mounts, and I will mount a Weaver base to the top of the square stock.

read about this in an article and want to try it. Any help is appreciated.
