Help me decide...

Howdy y'all. May be receiving some funds (around $1000.00) soon and am trying to decide what do. **keep in mind I am not set up with any tools or shop area at this time to build an upper myself.
A) finish my budget AR build with a PSA complete upper and a case of ammo? Currently don't own any complete AR platform.
B) buy a completed factory AR from someplace like Sig, S&W, Black Rain, etc, w/minimal ammo?
C) buy an M590a1, and ammo since shotguns rule and this is my dream shotty?
