Hello, I would like to know if the Savage smokeless powder guns have to be shipped to a FFL Dealer for a transfer to a buyer. All states or A few of them require it ?

The ML-I must be since it has an action that can be rebarrel to any rifled barrel. The ATF only allowed Savage a waiver for 1 year on this rig. Subsequently, the ML-II was created which cannot be re-barreled. ATF also approved the ML-II and said it now fits the muzzle loader category that doesn't require FFL transfer.
I'm not an FFL holder, however, my brother who's had one for over 20 years (multiple types) verified it for me. I reside in TX, so I verified it with my local FFL holder and he confirmed it.
What's your local FFL telling you????

Was only asking because when I ship a firearm at a local UPS hub they want to see a copy of an FFL to be sure I am sending it legally. Thanks for the reply. I have one listed here on this site for sale so someone step up and buy it.
