I have a large shank barrel that I have laying around. Also have a small shank receiver. I know you can make the 2 work together, but what is the easiest way to make this happen?

Plan A) Put barrel in a lathe. Indicate bore on both ends to within .0002" without influence or deflection. Turn the barrel down to 1.055 +.005/-.000 Pick up any remaining threads with the threading tool. Cut threads to proper pitch diameter.
Plan B) Get large shank action or re-bore and thread your action.
Plan C) Sell barrel and purchase a barrel that fits.
There really isn't any easier way. Actually, there is no other way

You could use a Dremel if you're really good.....;)

you don't have to be as sophisticated as a Dremel. A good shorp flat file and thred file can do it Easy peasy1
Maybe a rigid 300 with proper die and somebody to hold your beer
