So I have a .223
It shoots really good, however I shoot only 40 and 55 grain bullets.
My 40's set over .100 of the lands, which means the bullet is nearly out of the case
before it hits the lands.
Can my Chamber be recut with a shorter throat ?

yes it can.
Yes, but it would be a lot easier to just shoot larger bullets.
Larger bullets go to slow and do not make good Red Mist out of Squirrels ;DQuote:

Try some 36GR Barnes Varmint Grenades, light bullets but they are sized like a 52-55gr bullet.
You would have to set the barrel back and ream it.

link to my 223 rechambering project to reduce freebore. plenty of pros and cons..
beware, if u do this id recomend u dont shoot factory ammo in it...ever. it was a fun project, and im still happy i did it.
