At what magnification do you have your magnification set for correct MOA setting since this Primary Arms scope is not FFP ?
I looked in the manual but did not see anything.

I don't know about a Primary Arms scope, but usually the subtensions on a SFP scope are only accurate at full power.
No experience with Primary Arms either- but on the Nikon Buckmasters 4.5-14x40, the mildots are accurate at 12 power; the 12 is etched in red and beneath it is etched "Mil". I'm thinking the thing to do is peruse the Primary Arms site OR give their tech group a buzz.

I would venture to say that if it does not say anything then any degree of engineering went into the distances and it is all for looks. This is an excerpt from this review(http://www.thetruthaboutguns.com/201...minated-scope/)

He said 16x is the power to use the MOA info correctly.
