I have never had a used gun fail me yet. But, I guess it would be on your intent of use or peace of mind. There is really no way to know the like new gun only had 40-50 rounds fired or if it did did the guy shoot them as fast as he could. But, some of my best shooting barrels have been used unknown background Savage barrels. I would do whatever you are comfortable with.

NIB only unless it was your mother selling the rifle to you and only if you are her favorite child.
Why was the rifle sold after a load was developed for it?
You can't be 100% sure you are being told the truth. At least with a NIB, you will have nobody to blame but Savage instead of having Savage and yourself.
