how can I tell if my .243 is an axis 1 or axis 2?
If it has an accu-trigger from the factory, it's an Axis II. Also they're only available in package versions and those all come with a Weaver Kaspa scope. Large buyers like Cabelas and Davidsons may eventually place large orders for non accu-trigger Axis II's, but the only difference between the two as far as I can determine right now is the trigger.
If it's a Model 11 it's not an Axis 1 or 2 it's a Model 11.

A Savage model 11 may have many looks, but the easiest and most noticeable differences to a non-expert are certainly that it will have a different bolt handle without the two "cutouts" that are present on the Axis bolt handle and will not have a solid top to the receiver, although a one piece rail could be mounted that would look to the untrained eye, similar to a solid top. A typical model 11 might look something like this:
