HP target bullets

What is the purpose of hollow point target bullets, what is they objective or what are they trying to achieve?

The purpose is two fold. First with a cup and core bullet the open meplat is unavoidable. The second is that by leaving a bit of empty jacket at the front, the CG of the bullet is shifted aft making it more stable in flight.

And if you have an exposed lead point, it is prone to getting damaged making the bullets less uniform.
