Barring having a fancy tool, clamp the action in a vise, place a a block of wood with about a 1/4" of clearance between the recoil lug and mag. Place a pry bar (screwdriver) between the block, pry away from the mag and it will pop out.
As far as reinstalling it, 4th post down...http://savageshooters.com/SavageForum/index.php/topic,25517.0.html

Leave it attached....no need to remove it.
I use car wax as the release agent with Devcon/Marine Tex....works rather well!!!

The only problem with pry bar method is it can bend the magazine out of shape. I have done this alot and plan on putting a little video together for it but All I do is put the barreled action in a barrel vise mag box up. while holding the magazine box and pulling up I rap the end with a rubber mallet. The action end and not the barrel facing side. Try a light rap and slowly increase. You will be amazed at how easy it is to remove.
