Scope hole plugs

Hi there,

I want to install some bases on my new Model 114 Euro Classic, but there are plugs in the base holes on the rifle. I'm looking for recommendations on what to use to remove these plugs, without damaging the threads in the base holes.

Properly sized flat blade screwdriver.

I can not remember having screws in the scope base holes on my savages and stevens.
I just bought 2 stevens this last week and both are open.
Are they allen screws, or torx head ?
Tooth pick check to see if it isn't grease or filings from the drilling and tapping process ?
Magnifying glass ?
