Timed and Trued

What the heck does this mean I've seen people say the've had this done and even seen how much is charged to do this but i have no idea what goes into having this done.

What I call Timed and Trued is different than most folkes. My version is when you can shoot as good as the Savage rifle does. ;D Just joking, I'm sure someone can explain it better than I. Has something to do with the bolt lift and accurizing the Savage action. Use the search feature and you'll get a lot of post result's that help explain it.
