Would one be able to mate a 1977ish 110 LA Stagger Feed action to a 2021 Savage 110 Accustock like this with the DBM for the AICS mags?

You'll have a bit of a problem due to the unique recoil lug used in the Accustock. You'd probably have to do some modifying of the Accustock for a standard recoil lug.

I am doing it right now. Fitting a old LA single shot action to a accustock. I altered an old recoil lug to fit and am going to forgo the bottom metal. It won't be pretty, but I am looking for accuracy with a light stock, trying to take a couple of pounds off the total.

I've done this before with a dremel tool and it's not that difficult if you're careful.

Couldn't one just buy an Accustock Recoil Lug and forego the necessity of altering a standard lug?

I have an older 110 LA stagger feed that I removed the box mag. then put it into a Savage Laminate stock from Numrich after I had CDI install/inlet the stock for his DBM Bottom Metal and it works flawlessly, So I am thinking I should be able to do the same with an older 110 LA stagger feed and use Savages DBM, either the removable mag or its AICS pattern bottom metal. Anyone see any issues with this.
