Why is the bolt buffer on the Short Action Savages longer on one side?
I suspect that it is to limit the rearward travel on the bolt since the bolt doesn't need to travel full length to pick up the next round... but I am wondering I have this correct.

You are correct. If you pull the bolt back and check where it stops, then remove bolt spin baffle 180 degrees, reinsert bolt, then pull all the way tit eh rear, you will be able to see the difference.

This causes problems if you are converting to a chasis or stock with AICS Magazines... The longer bolt-stop doesn't allow the bolt to retract far enough to pick up a round. It will cause the round to jam up in the top of the chamber. You can buy a shorter baffle/bolt-stop from XLR Industries if you get into this situation. Think they are around $7 or so.
