From this example, it looks like they exist but incredibly rare, maybe a dozen or so examples made in the 1930s:

The one I'm talking about is in a 1900 Savage catalogue??? It's in a pdf I have of the catalog. The metal is engraved from the rear stock all the way up to and around the receiver circle. The checkering on the stocks is not done in a straight outline fashion, it's curved. The receiver flat side on the right has a bear on it, not sure what's on the other side. As far as I know it was made in 303, it's a pretty early catalog and it goes through Engraving A to G with a small price increase in each one. The G Engraved one is listed as Octagon barrel $21.50, Grade G engraving $130, Carved stocks $50, and extra fancy Circassian Walnut Stocks and forearm checkered $20.

The grade A engraving rifle was $30 and looks about like the first link you list. But I think that one was just someone's attempt at engraving a 99. The basic round barreled rifle was $20. It sort of looks like the factory just sold them outright in catalogs, mail order? Probably weren't any gun regulations in 1900.
