Someone posted a rifle on another board in this caliber and it's got my gears turning. 223 necked down to .17... :o

Does anyone make a savage barrel in this caliber without having to go full custom?

Your best option is to find out from the guy on the other board who reamed his barrel and send a 17 cal pipe to his smith since he already has the reamer.

You are making pretty much a 17 remington, I would go 17 fireball if I wanted a 17 cal rifle

Yup it is a 17 Remington, Remington use to chamber 700's in it, they do still chamber guns in 17 Fireball. The 17 Rem is a great round, SSS has chambered in this for many many years. Fred's coyote gun is a ar15 in 17 Rem.
I am not sure what you mean by "Full custom" , but if your asking if you can get a factory barrel the answer is no. You would have to get a barrel chambered in it, from one of the many manufactures that offer Savage barrels.
