extraction problems = oversize bolt head?

hello;

been fighting an extraction problem with my model 16flss, 308win cal.. took the rifle to a local gunsmith. he played with the rifle for a little while and he said the inside diameter of the bolt head was to large.

did a search and it looks like the correct diameter is .473". my bolt head is .480". is a bolt head of .480" with in savage specs?????
