Savage model 30 half cock

Hello new member with a new to me savage model 30 .22. When in half cock the hammer drops when the trigger is pulled but the gun does not fire. My marlin 1894 does not function this way, when in half cock the hammer does not drop when the trigger is pulled. Is there a problem with my savage or is this normal? Thanks
