Auto cutoff question

I'm the new owner of a model 99 in 284 Win. I'm finding it difficult to load the rotary magazine and I wonder how much movement there should be in the auto cutoff? It is distinctly different from that in a 303 Savage so I can't use that as an example. I've shot it several times and notice that it ejects some cartridge and not others. It extracts them but doesn't eject them. The cartridges are reloads that came with the gun. Any help would be appreciated.

I took the stock off and removed the auto cutoff and found it had no spring behind it. It either completely disintegrated or someone reassembled the gun without it. I have a new spring on order.

I got a spring and reinstalled the cutoff. Now I can load the magazine and the cartridges load and eject well. So far so good.
