I was in Walmart and they have a plain Axis no Accutrigger no scope for $ 269. I would like a HB 30-06. Would this be a good foundation for a build? I already have a Walmart 6.5 Creedmoor with a HB they call it Axis II XP Predator

Anything on the used market near you? I have seen axis's listed for 225$. I could have got a model 110 25-06 with accutrigger and a laminate wood stock for 325, HARD TO RESIST.
If your building a bench gun(2 OZ trigger, 3'' square forend stock) or looking for resale, I wouldn't go axis. I like my Axis, bought a boyds stock and switched the barrel.

I have looked online and could not find one. I never can find good deals lol. Just want to change barrel, stock, trigger. Im not into hardcore bench shooting but like anybody else I want the most accurate gun I can put together. Barrel just a light varmit contour.

I don't think they have a heavy barrel for any long chamberings on the axis.

It will have to be a after market barrel.

Get the 308 HB and have a smith run an 06 reamer through it.

M*Carbo has an inexpensive ($20) trigger replacement that will bring the pull down to 3.5lbs.

What's the chambering on the plain Axis at Wal Mart? If it's a short action chambering, you will need to get a new stock and magazine in order to do anything other than single feed. It's not a huge deal, as there are typically people who would be willing to trade you magazines, and stock replacement it one of the first things on people's upgrade lists.
Are you sure this is true? I thought you could simply swap the long triggerguard piece from the short action with the shorter triggerguard piece for a long action and then add a longer magazine in the axis. Maybe I'm crazy though.

pretty sure it is just a new magazine and trigger guard like zloe said.

yes, change trigger guard and magazines. I have a Axis That I changed from 243 to 270 to 22-250 and only swapped trigger guard and used correct magazines. Same stock and action on all.

If I was gonna spend the cash on a build, I'd start with a 110 from the big auction site or a gun shop clearance or pawn shop pickup.
I'd probably watch the penny auctions or look around for something used/ heavily discounted until I picked up a suitable donor and go from there. The 110s are just better candidates for "building"
