Does the Forster BR neck die resize the neck wall all the way to the neck-shoulder junction?

No, like any bushing die the base of the neck is not sized.

Also the Forster bushing bump die does not make as concentric cases as the full length die does.

At the Whidden custom die website they tell you they get the most concentric cases with non-bushing full length dies.

Below are some of the .223 dies I tested for neck runout and the Forster full length benchrest die was the winner.

Missing in this photo are Redding bushing dies and the worst dies for neck runout were bushing neck sizing dies.

Bottom line, neck sizing dies do not fully support the case body and if you add a bushing to the neck die the runout gets worse.

The good news is you can add a Forster expander and spindle assembly to RCBS dies to reduce runout. Or just size the case in any full length die without the expander and expand the necks with a expander die.

The die I have is not the bushing bump die. Rather the plain Jane neck die.
