I recently bought a new 12fv from Cabela’s (couldn’t pass up that deal). I’m happy with it but I’m considering a new stock if I find a good deal in one. My question is will the model 12 fit any short action heavy barrel savage stock (it is my understanding that 10,11,12,16 are all the same action) or would it have to be specifically for the model 12?

Assuming that it is a current rifle, then yes they are all the same.
On the main page is a FAQ which shows the difference between stagger feed/center feed, etc.
You may need to specify that you will be using a HB instead of a sporter, or simply open up the channel yourself.

What makes a 12 a 12 is the lighter varmint trigger spring and the super thick barrel. Also make sure the stock has the newer 4.4" spacing. The 12FV is obviously a centerfeed, blind magazine. But you can get creative and buy bottom metal to convert it to a detachable mag if you want.

I went to with a Boyd's tacticool stock. I was trying to stick with fhe "budget build" route. I did install pillars and bed the action but it's probably okay without it.

I'll throw it out there, but I bought a VLP stock from Numrich. It required a little fitting of the top bolt release for some reason, but now that it's together, it's a good looking rig.
