Is the standard 308 front baffle the same for a left hand bolt as a right hand bolt?

Yes.

Yes just a bass-ackwards install, guide rail on left side instead of right. The lefty 204/223 does not use the extended baffle, extended baffle is righty only.

Can you make a dual port target action eject out the left by flipping the bolt face over?

Probably not reliably as the ejector to extractor angle would be wrong. Ejector is in the bottom quadrant, flipping it over would make the case eject down. Only thing to do is try, won't take long to discover yes/no.

It will not. Purchase a left hand or and LRPV (any left eject bolt head). Looking at the boltface it will have the ejector on the left bottom with the extractor on the right.

Grind the guide rail off and use the RH extended baffle on a LH 223.

Didn't like it, binds up across the port cuts on occasion. Extra bolt travel doesn't hurt anything.

That can happen on any rifle or baffle. I had one particualr action that seemed more prone to this, so I took a small file and put a bit of a chamfer on the edges of the ports. This helps guide the baffle and bolt head in the raceway.

I think I got that tip from Fred at some point.

A little Imperial helps keep the raceway lubed too.
