I have seen a few pictures of bolt guns with some type of canvas strapped under the forearm of the rifle. Most appear to have a surface similar to the soft side of velcro with some type of strapping that goes over the top of the barrel. Of course now that I am trying to find a picture for reference, I cant.

To me, it appears to possibly be some type of protective cover. Possibly used to shield the bottom of the stock from whatever one my be resting it against in the field. This would interest me, my work rifle has a nice custom stock on it and I can't always use a bi-pod and its not practical to drag bags around with me. This may be a completely unintended purpose for it but seemed like a good use for it.

Any help would be greatly appreciated.

There are a few versions out there. The one you're referring to sounds like the Sniper Skid Plate https://www.triadtactical.com/Sniper-Skid-Plate.html.

I prefer the Pig Skins from http://stores.hogsaddle.com/pig-skins-barricade-pad-1/.

These are primarily to protect your stock when shooting off of barricades, but also dampens the vibration and hard on hard surface contact that can sometimes affect accuracy.

Great, I suspected that was the intended purpose and liked the idea. Sometimes we end up in less than range like conditions...
