I am partial to burris sinature zee rings as they will not mark up a scope
The egw rail is good
There are several good choices for both
Since you have to start somewhere, I would start with the rings and go from there

One piece rails are good-- it is harder to load blind mags but not an issue with me as I usually single feed
Burris makes a two piece weaver type base that works great with my set ups- if you do not want a one piece

I got the HH worked out. All it took was a new set of bases and rings. And a new scope. I'm pretty sure the scope I was given was jacked and was the issue. It couldn't be mechanically zero'd. It would run out of adjustment both on the elevation and windage. So I replaced first the bases and ring with Leupold STD two piece high rings. Then purchased a Redfield Revolution 3-9x40. I physically bore sighted at about 30 yards and used the gross windage on the base to adjust. Got on paper at 50 yards and made mild corrections using PMC 55 gr then moved back to 100. Groups were wide enough at 100 that I honestly didn't know which way to correct so I switched to American Eagle black box 55 gr and shot a 1.25 MOA group 2" right with two rounds cutting the elevation line so I corrected left and shot a 1.4 MOA over the bull. And I think I figured out pics.

I have the Williams wgrs savage peep sight mounted on the receiver and it works perfectly with the stock front sight. I did remove the stock rear sight as it is no longer needed. Also I have a longer sight plain now. Works well.

I like having irons as a back up, but not in place of a scope. My eyes aren't good enough anymore to use irons even at 50 yards, lol! I would like to change the existing irons to the fire sights eventually but it's not a rush.

I understand about the scope and I need one too. I just keep trying to use the irons for as long as possible, and I thank savage for still producing them.
