Savage 116 Bear Hunter Question

Does anyone know if the listed barrel length of the 116 Bear Hunter (23 inches) includes its muzzle brake?

Savage usually includes the brake when determining barrel length.

Not all the time, though. Take for instance the 110 BA; Savage lists the barrel length as 26" while Wikipedia lists the barrel length as 26" as well, but 29.5" with the muzzle brake included.

The adjustable brakes are included in the length measurement. the 23" does include the break.
I have a pretty good idea that this question probably has something to do with concerns of "velocity loss" and can tell you first hand that if this is the case you need to to relax and don't sweat it.
Also I would reccomend to quit reading so much gun rag and internet drivel that is hailed as gospel and let you know that a Win mag from a 23" barrel including the brake will definitely get the job done whatever the task you have in mind.
