Loading issue from blind mag

I just finished my first savage build in 7mm-08, it was originally a 243. It is a stagger feed design. When I load the mag up, the first two rounds (top two from mag) cycle and chamber just fine. The problem is with the third round - as soon as the bolt head touches the third round, it literally pops up (sometimes kicking the back of the case out the chamber) making chambering very difficult. It does not do it for the last round either. Would this be caused by the mag lips being adjusted incorrectly or something? Thanks in advance.

I had a .223 doing the same thing, and I tweaked the feed lips in a bit, along with slightly stretching the mag spring.

Have had 3 staggered feed, all had some feeding issue that I either need to stretch the spring or bend the feed lips. No more Savage staggered feed for me and hope center feed is better but I have not tried any yet.
