I recently acquired this Axis 30-06 rifle in a trade for some woodworking equipment and seem to have an issue with the safety. I've looked in the owner's manual and on Savage Arms web site but can't find what I'm looking for. I can only engage (rearward position) the safety if the rifle is cocked, is this normal? I kind of figured I should be able to engage it at any time, whether it was cocked or not. When cocked it will engage and I can not discharge the rifle until I push the safety forward and the red dot is exposed so that part is ok. Is this an issue, or is that the way it is?

Thanks. Guess I'm just used to my Remingtons with the safety on the trigger guard.
