Will a large shank barrel fit a 12 fv action?

Not unless your 12fv was originally a short mag chambering that was made with the large shank. Keep in mind that even some of the first wsm's and rum's were standard shank. There are gunsmiths out there though that will open up an action to fit the large shank if you so desire.

or turn down a large shank barrel to a standard shank

There are a few 12FV's that were large shank...not many...but a few. If there is a 0.050" step on the barrel, in front of the barrel nut, then it is a large shank.
