I have a 116 w/accutrigger that takes 2 of the Weaver #46 bases. Zeiss 3-9x40 Scope is otw. The channel for the scope ring is offset, so do you mount the bases to put the rings closer together, farther apart, or is it dependent on the user and you just orient them to put the scope where you need it for eye relief? Is there a general rule of thumb for this?

It really doesn't matter, You turn them to give yourself a little leeway in mounting and positioning your scope. If you have a shorter scope then you can turn them to the inside or if you have a longer scope then you may want to turn them outside or both forward to move the scope away from your eye. What ever suits you. They also make a #402 which is extended even further and can come in handy if you have an extremely short scope or want it further forward or back than the #46's allow. Hope this helps.
