I am looking to biuld a 7mm08 on a stevens 200 sa. What I would like to know is, at what distance does the 7-08 reach it's limit. Sorry of this is not the proper place for this question.

Limit for what? Target shooting or hunting (deer, elk, etc ...)?

Have you decided on barrel length and twist, load (powder and bullet), etc.......

Deer and maybe target. As far as barrel length I would like 20" but I know I will get a little more velocity from a longer barrel. I understand there is a lot of variables but for deer out to 400yds will a 20" give me the performance I could be happy with or should I go for longer. Also with say a 20" just for fun shooting at long range will it perform as well. I think this has more to do with the cartridge than the length of the barrel but I could be mistaken. ( long range = anything past 250yds for me. )

IMO I'd go 24" unless you find yourself hunting thick woods. Mine is 22" and it's fine, but 2 more isn't that much more. You can always decrease the length of a barrel. Increase it...not so much. FWIW I took last year's mule deer with mine at 385 yards.

The 7-08 is used in single shot handguns to 500 meters on steel targets so I would be confident with a rifle to the same.However it is embarrassing to get outshot by a pistol,there are shooters that can do it.

Just my .02 from past experience but do you currently own a 7-08 and have you ever fired one right beside a .308? The cartridges are nearly identical and I cant tell a difference in recoil or performance between a 140gr 7-08 and a 150gr 308. Heck I can barely tell which one goes in which box without checking the headstamp. Any performance advantage is going to be marginal at the ranges you mentioned and I have found there is a big difference between what's on a chart somewhere and what the reality is.
I can however feel my pocket getting much lighter when identically branded ammo is $10 a box more for 7-08 at Wally. That is if I can find it. And whatever you do don't forget to take your ammo (7-08) on an out of state trip or on a trip out to the boonies. (.308 is everywhere) Again just my .02 but after having both I now just stick with the 30s
