As mentioned above you could have a cap threaded to fit on the chamber end and with a grease fitting installed simply use the grease to push it out.

I was talking about the squib load not the stuck bullet from the OP. Once in the barrel and fully engraved it will push either way. With a threaded muzzle go from the muzzle but where that is not an option it can be pushed from the back just as the gas from the powder would push it. Now i am talking with pressure not trying to drive it with a rod.
