OK I have a question and I have done a search but didn't find the answer to my question.

When using a one piece weaver base that has no MOA compensation and standard medium rings on my 10 FCP-K .308. In theory would the center axis of my scope and the center axis of the bore be parallel ?

In theory it should work fine for you

Test if the one piece base rocks on the receiver or sits perfectly flat

As stated above, in theory they'll be parallel.

If it "rocks" at all, definitely marry the base to the receiver with a dab of JB Weld. Some do this and some don't. I do all of mine whether they move or not. Farrell recommends it for their bases and I've done my Warne and EGW's, also.

at the least I put extra lock tite under the base to act as bedding.

I bed the bases with Devcon or similar. Keep loctite and devcon/similar out of your base screw holes.
