Bolt Pad

I just received (for Christmas), a Savage RB/LP target action. I recall from a friend's recently acquired similar action (RB/RP), that his had a pad (nylon, similar material), on the bolt body where the bolt handle hits when fully closed. Mine does not have this. Is it supposed to have a pad, or...? The bolt has some rotational free play as it is, of which a fair amount would disappear with the pad in place, making me wonder if it is missing this piece, or...? That and the unexpected 4.40" screw spacing (thought it would be 3.44") are the only things I see that have questions on...so far.
