Savage Palma Comb ?

Does anyone own a Savage 12 Palma? The way the comb is attached on mine seems highly suspect. The comb just pops off with the slightest pull. When attached it is just a couple of alan key screw heads stuck into holes in the rail mounted in the comb.
That can't be correct. Right?
