New tactical build: 10, 12 or Axis?

Looking to build a new rifle for tactical/practical/steel matches. I want it to be beefy and possibly a switch barrel for a 6mm (not sure which one) and 7WSM (yes, I know I have to change the bolt).

I am guessing the 12 because of the large shank? What about the Varminter from NSS?

Any action is fine. If you want ultimate precision you will want it tuned by a master.
