I just bought a Savage Mark II with a top rail pre-attached (no iron sights) I want a side rail mount, but I cant find one do they make an attachable side rail mount for the Mark II?

I'm a bit confused about what you mean.

Either you're saying you want the nearly ancient side-mounted scope which would be a one-off gunsmith job.

Or you're wanting something like the factory TRR-SR scope base so you can mount a light or laser beside the scope. In that case there's three options.
1. Find someone who has taken off their factory TRR-SR scope mount and is willing to part with it.
2. Call Savage and see if they will sell you the base from the TRR-SR.
3. If your base is a Picatinny-spec rail, due to the popularity of railed forearms on ARs there are several different types of light/laser mounts that will mount onto a Pic-rail at either a 90° or 45° angle. Finding something that will fit exactly where you want it might involve a lot of searching through options.
