Will a BVSS stock fit a FVSS action/barrel?

It will fit as long as the action screw spacing is the same.

Savage changed the spacing on short actions a few years ago from 4.275" to 4.400". The ones with 4.275" spacing are called staggered feed, the ones with 4.400" spacing are called center feed.

Another way to tell is to pull the action from the stock. If the magazine box is attached to the action, it's a staggered feed. If it stays in the stock, it's a centerfeed.
