Picked up some new winchester brand .284 brass yesterday and I am having problem sizing it. Went to partial size it just to round out the necks and the Pacific Die button chatters in and out. They are lubed. Changed just the button from pacific to rcbs and it got a tiny bit better, but still not good. Deburr tool was also a help, but not a cure. Finley did an inside neck ream. Many appeared to have a factory donut in them. Never run into anything like this, but they size nice now.

I've run into a lot of brass lately that has a donut right around the mouth. A trim, chamfer and deburr usually takes care of most of it.

Yours have the donut at the neck/shoulder junction?

All of them at the neck and maybe 1/3 down at the shoulder. I used the older RCBS inside reamer on them. It takes very little material out of them.
