So I cannot find a date on this, but due to the amount of PSI work included, believe it to be recent.
Some interesting changes in limits. Around PDF page 240-ish? is the proof loads.
Holy Hanna!! stuff in the 90-95,000 PSI range!

if you look in some of the real older loading manuals,you will see some pretty hot
loads compared to todays standards...But this is all changed due to liability now days..

Perhaps.
I chock most of the reduction to NOT using as much Copper crusher equipment(or finally actually testing it), and powder changes. Some of the info in the old Speer manual #13 is a good example. Lots of folks didn't like it at the time because it was "dumbed down". Actually it was alot of re-shoots, and staying within the SAAMI pressures. I use alot of that data for starting points still today. Nosler shows H414 & Win 760(in the 243 win) with drastically different charges. That powder is EXACTLY the same thing. That just shows how much lot variability can play a part in the loads.

I agree. The 'reductions' are to do with improved ability to measure pressures, not fear.
