Reason being is this.

I load 45 super loaded with a 265 gr WFNGC hardcast bullets for hunting.
I have to run it very sort, like way to short to keep the bullet out of the lands.

I would like to run it full mag length to get more perfomance out of it but in order to do that
I need to swage down just the end of the bullet hanging out of the case, or turn it down etc so I have a little
jump to the lands.

Any opinions welcome.

I was thinking I needed something like a mini Lathe.

The way my neck trimmer works, I dont think I could use that though without some mods.
I will have to look at it.

I would rather trim the bullet prior to loading.

Why not just buy a mould that is shaped like you want? Or have one made (it isn't that expensive)?

or: http://www.ch4d.com/catalog/bullet/105

or perhaps for the bullets you already have, you could "point" the end a little bit by using an outside neck chamfer tool?

Just incase you need an idea of prices and mold makers.

Has been done. There are custom bullet sizer makers that do upside down die sets. The top punch is made to fit base of bullet and the "I" part of the H&I die is made to fit the nose of bullet. These dies usualy don't lube as you would not need to lube nose part of bullet. I would go on cast bullet forums to find aftermarket bullet sizer makers.
