how do you tell the twist rate of a barrel-110 30-06 fxp built in 1997

most likely a 10 twist.

you could always run a tight patch down the barrel and measure how long it takes for your cleaning rod to spin one full revolution. It wont be exact but will give you a close estimate of the twist rate.
